Other ways to learn:

• Wizards can transcribe a  Scroll of Expeditious Retreat to their spellbooks.

Bugs

• Expeditious Retreat lacks the second-level of Dash-stacking functionality found on other Dash abilities.
• Despite applying  Dash immediately, casting Expeditious Retreat will not trigger passives found on  Linebreaker Boots,  The Speedy Lightfeet,  Fleetfingers,  Springstep Boots, and  Boots of Arcane Bolstering. These passives are only triggered by actions with a specific SpellCategory.
  • The subsequently granted  Dash (bonus action) correctly triggers these passives.
