Kevo Phogge is a member of the Cult of Bhaal, found in the Abandoned Cistern in the Lower City Sewers during Act Three.

Kevo Phogge can be found guarding Sluice Gate in the Abandoned Cistern with Barnz Barnz and Cilarea Cilarea. Getting close to her triggers a fight.

Shoot a volley of thorns. The thorns deal weapon damage to the target and then explode. The explosion deals an additional 1d10⁠Piercing⁠Piercing damage to the target and surrounding creatures. On miss, the thorns still explode. On save, targets still take half damage from the explosion.
